Private Education Act
Under the new Private Education Act, legislated in December 2009, a Council for Private Education (CPE) was set up to regulate the private education industry in Singapore. All private education institutes (PEIs) are required to comply with the regulations under the Act in order to continue operations.
CPE, in aiming to enhance the confidence of students and their parents in the quality of education in Singapore, has stipulated that all PEIs must sign a PEI-Student Contract with students. The contract lays out the important terms and conditions governing the relationship between the student and PEI. Kaplan Singapore will honour all terms and conditions spelt out in the contract and in all communication materials.

Miscellaneous Fees Policy
There will be a cooling-off period of 7 working days after signing the PEI-Student Contract. Students have the right to cancel the contract within 7 working days and be entitled to the Maximum Refund amount stipulated under Clause 2.4 of the PEI-Student Contract (less any course fees consumed by the Student if the withdrawal date is later than the course commencement date). After the cooling-off period, Kaplan Singapore’s refund policy will apply.
Kaplan Singapore has in place a Fee Protection Scheme (FPS) to protect the paid fees of both local and international students. The FPS serves to protect the student’s fees in the event that the PEI is unable to continue operations due to insolvency, and/or regulatory closure. In addition, the FPS protects the student if the PEI fails to pay penalties or return fees to the student arising from judgments made against it by the Singapore courts.
The Fee Protection Scheme (FPS) is applicable to ALL students (regardless of nationality and the type of passes, i.e. dependent’s pass, student’s pass, work permit etc). It is mandatory for all students to apply for FPS and sign a student contract when they enroll for courses with any Private Education Institution (PEI) with EduTrust Certification [Kaplan Higher Education Academy (Cert No.: EDU-2-2023 Validity: 20/07/2011 – 19/07/2015) and Kaplan Learning Institute (Cert No.: EDU-2-2022 Validity: 19/07/2011 – 18/07/2015)].
Kaplan Singapore has appointed Lonpac Insurance Bhd as our FPS insurance provider. Under the FPS insurance scheme, students’ fees are insured by Lonpac Insurance Bhd. In case of events, as stated above, students will be able to claim their paid fees from Lonpac Insurance Bhd. After the student signs the student contract and pays the course fee, the student will receive an FPS insurance certificate via email sent by the insurance company on the same day. In addition, Student can request for a copy of the certificate from our school at anytime.

Kaplan Singapore has in place a group medical insurance scheme for all its students. This medical insurance scheme will have a minimum coverage as follows : an annual coverage limit of S$30,000 per student, covers up to A ward (conditions apply) in government and restructured hospitals and 2-bedder wards in private hospitals; and provides for 24 hours coverage in Singapore and overseas (if student is involved in Kaplan Singapore-related activities) throughout the course duration.
Provision of Medical Insurance
To ensure that students are protected against the risk of hefty medical expenses, the PEI is required to purchase medical insurance coverage for all full-time students during their course duration. The insurance should cover hospitalisation and related medical treatment expenses. However, students can opt out of medical coverage if they have existing medical insurance, and belong to either of the following groups:
- Singapore citizens, permanent residents and any student not on a Student’s Pass, e.g. holders of dependent’s pass, social visit pass, employment pass or work permit; or
- Students under corporate sponsorship or corporate agreement signed between the PEI and sponsor organisation.
The mandatory medical insurance purchase described above does not apply to students studying on a part-time basis or those taking courses that are no more than 30 days or 50 hours in duration.
